Central Hudson Fined $5M For Gas Explosion That Injured Dozens In Wappingers Falls
After acknowledging that it did to provide safe and appropriate service in connection with a 2023 gas explosion that destroyed a home in Dutchess County and injured approximately a dozen people, including children, Central Hudson Gas & Electric Corporation will pay millions in fines and safety improvements.

A joint settlement agreement that resolves all alleged breaches related to the Nov. 2, 2023 blast at 7 Brick Row in the Village of Wappingers Falls was accepted by the New York State Public Service Commission on Thursday, Aug. 14.
As part of the settlement, Central Hudson will establish a remediation fund of $2.5 million to $3.5 million to improve gas safety procedures and stop such occurrences in the future, as well as pay a $5 million penalty for ratepayers. The costs will be borne by the company’s shareholders rather than its customers.
During an excavation job, Central Hudson contractors damaged an unmarked active natural gas service line on the day of the explosion, resulting in a high-pressure leak, according to the Department of Public Service’s investigation. The house exploded a few minutes later, causing a fire that destroyed the house and caused damage to other structures.
Around 12:20 p.m., the explosion occurred, sparking a large emergency reaction that resulted in the closure of many roadways in the Mesier Park area.At least two Medevac helicopters were visible in the photos, transporting the injured. The immediate area lost gas and electricity service.
According to investigators, Central Hudson was aware of the existing gas service line before to the work, but neglected to mention it in the project binder provided to contractors. Additionally, the line was not visually marked prior to the start of excavation.
“Enforcement actions hold utilities and their shareholders accountable for violations of the Public Service Law,” stated Rory M. Christian, chair of the New York State Public Service Commission.
