DC Felon Used Baby Bottles To Sell PCP While On Probation, Feds Say

Roach, a convicted felon who was caught illegally carrying a loaded firearm in Washington, DC, while selling PCP in baby bottles, is returning to prison.

According to the US Attorney’s Office, Francisco Roche, a 35-year-old district resident, was sentenced to 110 months in prison for illegally carrying a loaded weapon and trafficking distribution-level amounts of liquid PCP while still on probation for four other felony convictions.

According to officials, the medications were marketed in the Petworth neighborhood of Washington, DC, including many times in December 2023 when Roche packaged liquid PCP in baby bottles.

Despite being on probation for four other felony charges, Roche was also convicted for carrying a loaded pistol in public, according to the prosecution.

Roche sold an informant about eight ounces of liquid PCP in a baby bottle on December 4, 2023.

According to court filings, on December 13, he sold five additional ounces, this time in a baby bottle, along with crack cocaine and powder laced with fentanyl.

After a search of his residence revealed liquid PCP in a juice bottle, a bag of drippers (used to transfer liquid), and smokes, Roche was taken into custody on December 22, 2023.

A loaded Ruger LC9 pistol was also discovered by authorities in the center console of a parked vehicle a week prior.

Officers stopped Roche and another man just as they were getting into the car. According to police, the rifle was loaded with eight bullets.

Prosecutors claimed that Roche and his co-conspirator continued to aggressively coordinate their PCP distribution efforts even after Roche was arrested and placed in DC’s Central Detention Center.

In February, he entered a guilty plea to charges of unauthorized firearm possession by a felon and conspiracy to distribute PCP.

Judge Beryl Howell sentenced him to five years of supervised release in addition to his jail term.
