Drunk Wrong-Way Driver Stopped On I-395 In Waterford: Police
According to state police, a risky motorist traveling in the wrong direction on I-395 in Waterford was stopped before he could reach I-95 by troopers acting quickly.

Elkin Garcia Velez, 21, of New London, was charged by the Connecticut State Police Department with operating under the influence of drugs or alcohol, driving recklessly, and going the wrong way on a split highway.
Around 12:30 a.m. on Tuesday, August 13, troopers received a report of a white pickup vehicle traveling south in the northbound lanes. Just north of the I-95 interchange, troopers caught up to the car and turned on their emergency lights. According to officials, the driver changed his course before a trooper surrounded him on the right shoulder to stop him from fleeing.
Garcia Velez did not respond when asked if he knew he was going in the wrong direction, according to the police. According to troopers, he displayed obvious symptoms of impairment, such as sluggish speech and an alcoholic beverage odor. Additionally, they claimed that empty beer cans, including one half-empty one in the center console, were visible.
Police said Garcia Velez also takes sobriety tests.
According to authorities, he was taken into custody without incident and subsequently freed on a $1,000 bond.
