The Pennsylvania SPCA reported on Tuesday, July 29, 2025, that two very ill puppies were discarded outside ACCT Philly, and that two additional dogs were rescued from a North Philadelphia residence.

On Monday, July 28, the PSPCA’s Animal Law Enforcement team carried out a search warrant on the 1200 block of West Russell Street following public tips that directed detectives to a residence that matched the shelter’s video footage.
In the midst of the intense heat, authorities discovered a German Shepherd-like dog in the backyard without any shade or any shelter. Officers obtained a warrant, took two canines into custody, and took them to PSPCA headquarters for forensic analysis and treatment.
On Thursday, July 25, ACCT Philly employees found two puppies in a crate outside the shelter, sparking the start of the inquiry. The PSPCA reported that the animals had severe maggot infestations and necrotic wounds. They are currently doing better every day after being sent right away for emergency veterinarian care.
The community’s cooperation with the investigation was commended by Nicole Wilson, Director of Animal Law Enforcement and Shelter Services.
Two additional animals are safe in our care today because to the diligence and commitment of our Animal Law Enforcement staff and the support of those who were able to identify the individuals in question, Wilson added.
The PSPCA has not yet received the two other canines that were taken on Monday. According to officials, they will be in the organization’s custody until the outcome of the legal matter is known.
Charges are still pending in the continuing investigation into animal abuse and neglect.
